Councilman David Marks gives out Citizen of Year awards, including to former rival

Councilman Marks said in a Facebook post: “Last week, I attended the Greater Towson Council of Community Associations holiday party to recognize several individuals as Citizens of the Year and thank the organization for its support of green space in Towson. Tonight, the County Council is expected to pass legislation that boosts open space funding for Towson projects.”
