I imagine the authority lies with Kevin Kamenetz, who asked the GTCCA to work with Caves Valley to reach an agreement that could head off a lawsuit that the community would have likely brought had the PUD gone forward. It's an interesting question. ]]>

Where does the authority lie to dictate land use? Including exceptionally odd rules like Chick-Fila is ok but other fast food isn’t. Is this because someone in the GTCCA like chicken? This would be comical and completely dismissed anywhere else in America.
Land covenants? Come on now....
Who is in charge around here? Elected officials or social organizations? ]]>

I think you misunderstand. The developer is requiring a different price which they will negotiate with the county as a condition for the agreement with GTCCA to remove gas from the project. GTCCA has no involvement in determining the sales price for the land. Lots of moving parts here. ]]>
