You’d be hard pressed to lease any of these spaces out to seasoned retailers. If you managed to find anyone willing, they’d be out of business in a matter of months.

I imagine the authority lies with Kevin Kamenetz, who asked the GTCCA to work with Caves Valley to reach an agreement that could head off a lawsuit that the community would have likely brought had the PUD gone forward. It’s an interesting question.

The contract for the sale of the land which was signed in 2013 is strictly between Baltimore County and the developer. Any modifications to that contract will be negotiated by those two parties and approved by the County Council.

I think you misunderstand. The developer is requiring a different price which they will negotiate with the county as a condition for the agreement with GTCCA to remove gas from the project. GTCCA has no involvement in determining the sales price for the land. Lots of moving parts here.
