The owner of a property in Towson just off of York Road was granted permission by an administrative law judge to not follow setback rules and other requirements related to a buffer zone between the property and residential neighbors.
However, Councilman David Marks said today that he will change the zoning of the parcel at 14, 16 and 18 Willow Avenue to “residential office” zoning in order to minimize parking in the area. That zoning designation “permits house conversions to office buildings as of right; small conventional office buildings permitted by special exception.”
The owner had sought exemption from parking rules, and those exemptions were granted:
The owner of the land, “16 Willow Ave., LLC,” had wanted the land rezoned as “business local,” which allows “small scale commercial” development — which is a higher density than Residential Office but not as dense as “business major” zoning, which allows for large-scale commercial development.
